Hi, I’m Shelly Thomas. For more than 25 years, I’ve dedicated my career to helping organizations navigate the complex world of federal contracting. From my early days as a Contract Specialist with DLA Aviation and Energy to serving as a Director within the Defense Contracting Agency and Health and Human Services, I’ve worn many hats—contracting specialist/officer, DoD Mentor Protege Program and Comprehensive Subcontracting Program Manager, policy leader, compliance advisor, and mentor. I have experience leading high-stakes procurement and contract administration programs across the federal government.
I bring a unique combination of technical knowledge, regulatory expertise, and strategic leadership development. Along the way, I’ve built a reputation for simplifying complicated acquisition processes, building strong partnerships, and ensuring small businesses have a seat at the table. Throughout my career, I have managed over $11 billion in subcontracting portfolios, negotiated aviation aircraft parts and complex international fuel supply contracts valued up to $750M, and authored enterprise-wide policy for compliance with FAR, DFAR, and Agency regulations.
I’m proud of the work I’ve done leading acquisition policy, managing subcontracting programs, and supporting initiatives that open doors for businesses to grow. But what truly drives me is seeing people succeed—whether it’s guiding a business through its first federal contract, mentoring professionals as they step into leadership roles, or designing strategies that create lasting impact.
At my core, I’m a problem solver with a heart for service. I believe in blending expertise with approachability—because doing business with the government doesn’t have to feel intimidating. My goal is simple: to help businesses compete, comply, and thrive in today’s marketplace.
